Job Summary:
The manager leads the planning, design, and construction of major infrastructure improvements and renovations to ensure they align with the institution's strategic plan and academic mission. The position serves as a key liaison between university departments, external contractors, and architects to deliver projects on time and within budget. Also, the manager assists in long-range utility planning, developing operating budgets, and implementing energy-saving and sustainability initiatives. The position manages the full life cycle of major capital projects, including coordinating all phases of project delivery, programming, design, construction administration, and close-out. This position reports to the Director of Capital Planning and facilitates communication and collaboration among university departments, external consultants, and contractors to ensure project objectives are achieved efficiently and effectively.

Job Duties/Responsibilities
- Budget & Contract Management: Key responsibilities include developing and maintaining detailed project budgets and schedules, ensuring that proper procurement procedures and documentation are followed, including close coordination with the Department of Construction Management (DCM)
- Compliance & Quality Assurance: Ensures that all capital projects comply with federal, state, and local building codes, ADA requirements, and university policies. The position also involves implementing rigorous quality control and risk management practices across all project phases. Coordination of inspections and securing necessary regulatory approvals is essential to maintaining safety, functionality, and legal compliance throughout the construction process.
- Campus & Stakeholder Coordination: The position emphasizes ongoing coordination with academic units, student affairs, and facilities operations to incorporate stakeholder input into project planning and execution. Regular communication with University Police Department, Environmental Health & Safety, and other campus departments to provide updates on project status, budget forecasts, and to address any potential impacts on campus operations.
- Sustainability & Innovation - Sustainability is a key focus, with efforts to promote environmentally responsible building practices and energy-efficient systems. Actively supports the university's long-term goals related to sustainability and campus resilience, integrating innovative solutions into the planning and execution of capital projects.
- Compliance & Safety: Ensures all operations comply with local, state, and federal environmental (EPA, DOT) and safety standards (OSHA).
- Emergency Response: Supports on-call rotation and respond to after-hours emergencies as assigned.
- Maintain compliance with university policies, state laws, and professional ethics regarding client confidentiality, records, and treatment.
- Engage in professional development, supervision (as applicable), and continuing education.
- Acts as a subject matter expert to assist and lead professional development training to mentor department staff.
- Performs additional responsibilities as assigned to support the university's mission.

Required Minimum Qualifications:
- Bachelor’s degree in Civil/Structural/Mechanical Engineering, Construction Management from an accredited institution.
- Four or more years in capital project management, preferably in an educational or public sector.
- Demonstrated knowledge of project management principles.
- Strong interpersonal, organizational, and communication skills.
- Ability to work with diverse populations and a commitment to equity, inclusion, and cultural competence.
Preferred Qualifications:
- Master's degree in a related field.
- Professional certifications or licenses like PE, PMP, or CCM
