Job Summary:

The Budget Analyst assists the Director of the In-Service Education Center by maintaining the multiple departmental budgets and performing day-to-day operational activities of the unit.

Duties and Responsibilities:

  • Reviews annual budget proposal request requirements and documents received from the State for the coming fiscal year. 
  • Researches and gathers information/data and identifies the exact resources allocated and funds spent by analyzing historical financial data; performs cost analysis, fiscal allocation and budget preparation. 
  • Assembles formatted data and prepares preliminary analysis for multiple budgets and proposal preparation following different procedures and timelines. 
  • Finalizes budgets and submits request of funds for approval to JSU’s Controller’s Office and appropriate State office. 
  • Responsible for preparation for budget proposal materials and submission of preliminary and final budget proposals. 
  • Executes the pre-award documents regarding the upcoming fiscal year projects/programs subcontract agreements for Inservice Education Center at JSU that are approved by the State office. 
  • Develops expenditure forecasts and consistently monitors obligations and expenditures; prepares baseline budget and submits budget revisions to Inservice Education Center and proper JSU departments as needed; reconciles appropriation by source of funding. 
  • Maintains data and systems for budget tracking, reporting, and generation of monthly and quarterly reports; collaborates with Controller’s Office related to funds availability, fund transfers, and budget compliance. 
  • Prepares monthly invoices and compiles required financial documentation for multiple projects/programs and reports to the state office for reimbursements to JSU. 
  • Directs the preparation of regular fiscal and special budget reports such as year-end closing reports, budget comparison reports, financial review questionnaire reports and YTD federal and match ledgers.  
  • Serves as the lead contact for all financial related inquiries from State office regarding various budget proposals, monthly invoices, and financial closeout and reviews.  
  • Consults with program director/state office personnel to ensure that budget adjustments are made in accordance with program changes. 
  • Assures compliance with Federal, State, and local government administrative requirements related to pre-award and/or post-award sponsored project activities and negotiation of sponsored contract terms and conditions. 
  • Compiles and manages fiscal year financial records for all sponsored projects and maintains per Federal Agency requirements. 
  • Collaborates closely with funding organizations to develop and maintain partnerships and funding. 
  • Prepares all the required financial related supporting documents/reports for financial reviews/audits, including annual Inservice/State Office/JSU financial reviews; responsible to participate in programs’ financial audit with internal/external auditors. 
  • Keeps up-to-date with ongoing changes in financial reporting requirements and governmental accounting standards to ensure compliance with university and federal spending guidelines for all sponsored projects.  
  • Provides technical guidance and recommendations on travel related issues; applied accounting and travel management policies/procedures to process travel authorizations and reimbursements. 
  • Utilizes Banner Finance extensively to reconcile funds, complete reports, manage time keeping, purchase orders, and the Center’s budgets.
  • Manages administrative tasks related to proposal development for grants and contracts. 
  • Conducts analytical reviews of payroll; reports discrepancies to payroll. 
  • Schedules sessions and processes professional development credit within the state software application for the region’s K-12 educators (15 school systems). 
  • Maintains a schedule of usage and reservations for Inservice facilities/classrooms. 
  • Coordinates hospitality for meetings, professional development activities, and other functions. 
  • Performs other duties as assigned by the Inservice Director. 

Required Minimum Qualifications:

  • Bachelor’s degree

OR

  • Four (4) years full-time related experience
